Not quite the world’s cheapest. I got a haircut for 30 PHP (67 cents) in Puerto Princesa, Philippines this past Summer on my round the world honeymoon! Still looks good four and a half months later.
Well, depends on where in India, you can get even cheaper cut and a sort of head massage (or kind of Tabla practice).
I got the cut and massage for 25 rupees (about 40 Cents) in February at the coastal city Mangalore. I gave another 25 rupees in tips for my satisfaction.
My cheapest haircut was on the street in Phnom Penh – three thousand riel – 75 cents $US.
