FINCENs Final Rule is no more than $10,000 in a day to one person. Whatever Staples reasons are, FINCEN compliance does not appear to be the driver. I see the same situation with grocers who have adopted $500 limits “because of the law.” The $10,000 limit actually does not mean you cannot legally sell more to one person in one day, just that you will then be required to have an AML program in place. That said, I am not a lawyer by any means, having chosen a more honest line of work.
